Payment of the Child Support Grant In accordance with the Integrated Social Welfare Information Scheme

Payment to bank accounts

The types of bank accounts must be current account or savings account. When applying for this scheme, the bank account must be from one of the below three banks:

1. Krung Thai Bank

2. Government Savings Bank

3. Bank for Agriculture and Agricultural Co-operatives

Monthly transfer

If the Comptroller General’s Department receives payment information from the Department of Children and Youth (DCY) and the bank account details for the payee is a bank other than Krung Thai Bank, Government Savings Bank, or Bank for Agriculture and Agricultural Co-operatives or the bank account details are invalid then the Comptroller General’s Department shall notify the Department of Children and Youth for them to review and correct the information.

The revised bank details shall then be sent back to the Comptroller General’s Department within that month or the next month (if applicable). In the case where the Comptroller General’s Department has sent the details to the bank, but the bank transfer to the eligible person is unable to be completed (Reject) then the Comptroller General’s Department shall proceed as follows:

1. The money shall be returned to the Department of Children and Youth (DCY).

2. A report on failed payments (Reject) together with the deposit slip (Pay-in Slip) shall be sent to the Department of Children and Youth (DCY) so it can be recorded in the GFMIS database.

3. “Reject” information, in electronic form, shall be sent to the Department of Children and Youth in order for it to be checked for accuracy and the Department of Children and Youth shall send back revised information to the Comptroller General’s Department within that month or the next month (if applicable).

The Department of Children and Youth the and Provincial Social Development and Human Security Offices shall adhere to the rules and procedures for the payment of the Child Support Grant in accordance with the Integrated Social Welfare Information Scheme per the Letter of the Ministry of Finance, Most Urgent, No. GK 0402.2 /16589 dated 7 September 2016.


Complaints and Suggestions Channels

Complaints and Suggestions: Eligible persons and the general public can complain and make suggestions through the following channels:

  3. Provincial Social Development and Human Security Office (PDS) 
  4. Local Administrative Organization: District Office, Pattaya City Hall, Municipality, or Sub-district Administration Organization 
  5. OSCC Social Support Center, Tel. 1300, 24 hours a day. 
  6. Damrongdharma Center, Tel. 1567

When the agency, that receives complaints under Clauses 3, 4, 5, or 6, then receives complaints and suggestions they shall liaise with the Department of Children and Youth or the Provincial Social Development and Human Security Office and record the information in the Child Support Grant scheme database and shall proceed as the case may be.

Consideration of complaints and suggestions: The Early Child Development Promotion Subcommittee, the Early Child Development Promotion Subcommittee of the Bangkok Metropolitan Administration, and Provincial Early Child Development Promotion Subcommittees shall coordinate and consider complaints and suggestions including follow-up evaluations in order to cooperate in the implementation of the Child Support Grant scheme jointly between the agencies involved in early childhood development at the policy level and at the operational level as follows:

  1. Bangkok: The Office of Social Development of the Bangkok Metropolitan Administration shall present the information to the Early Child Development Promotion Subcommittee of the Bangkok Metropolitan Administration. 
  2. In the provinces: Provincial Social Development and Human Security Offices shall present the information to the Provincial Early Child Development Promotion  Subcommittee every 3 months as to be a guide to further improve operations.
